Or perhaps he is court martialed and has to pay a fine of from 2 to 5 dollars. Now what would seem more abusive than to see a man with his hands tied together, and drawn up over his head & fastened so high he could only touch the ground with his toes, and then if he finds fault about it is gagged and given a bath by throwing a pail of cold water on him, you would ask at once why this brutal treatment? We tell you he has been drunk. But you say that seems too severe simply for that. But he has not been so once or twice only but half a dozen or more times and has as often promised to do better. But instead of keeping his promise, has again become drunk and abused his comrades and officers and is now paying the penalty. I am exceedingly sorry to say that these are scenes of almost daily occurrence."
